The monograph was created under the direction of responsible project solver. It is divided into several separate sections. The main motivation of the entire monograph was to unify the reserach and analysis of various scenarios that addressed e.g. assume of continuation of the existing labor market policies. Intensification of the policy of solidarity. Engagement of unemployed into volunteering and activation work, as well as engaging graduates to do gratuate practice. Creating of inclusive labor market, which principles are affirmative action, parallel market of services and personel, simple administration and guarantee of orders volume. Improving workforce, especially using education. Evaluation of the optimal mix of previous scenarios.
The first chapter of monograph discusses about inclusive growth, its concept and implications. It shows to the reader the actual motivation of the project, which was the release of the Europe 2020. The Europe 2020 puts as its main priorities smart growth, sustainable growth, inclusive growth. The aim is to outline the question to which we tried to find the answer since the beginning of the project and whether „Inclusive growth in Europe 2020 – naivety or genious?“ whereas
- within the meaning of genious: incomes from former unemployed will increase domestic demand that the former unemployed will satisfy with their production, government spending on the unemploed will be reduced
- naivety: The unemployed will replace employed
The second chapter of monograph is focusing on benefits in material need – model approach. The benefit in material need is one tool to help in material need. Although the possibilities of providing benefits in material need are limited, appropriate setting of the system can maximize its effect. Utilizing microsimulation models we are able to measure these effects either before introducing changes or analyze the impacts after the changes in society.
The third chapter focuses on inclusive employment as an option for reducing long-term unemployment in Slovakia. Long-term unemployment in Slovakia is traditionally one of the highest in the EU, within Slovakia it is considerably regionally concentrated and also the structure in regions with high long-term unemployment is significantly worse. This high and specific long-term unemployment is not a real offer on the labor market – it acts as an brake on economic growth.
A separate chapter is focusing on investing in education and human capital to ensure long-term economic growth. Despite the increased availability of secondary and tertiary education in Slovakia, the income from investments in education is Slovakia remains high. Also from macroeconomic point of view this kind of spending remains to be one of the most profitable investments.
In the monograph we dedicate a part also to pro-poor growth. The pro-poor growth is a tool through which it is possible to examine the impact of economic growth on income distribution in society. If a pro-poor growth happens, then the poor benefit from economic growth relatively or absolutely more than the rich. The result of such process is that it can reduce income inequality. In Slovakia economy it was typical that the poor benefit from economic growth much less than wealthier part of population, which had the effect of widening income inequality.
Finally, the monograph presents the long-term growth model of Slovakia. This model of long-term growth of Slovakia is a tool which allows to generate forward-looking projections of future development of the Slovak economy, provided that the current economic policy settings remains the same. In context of the project the model was applied to compare the various scenarios of considered government actions in terms of their short and long-term effects on the economy of Slovakia during the period 2015-2035.
Separate annex of the monograph, which was published as a part of the project, was also the work of Prof. PhDr. Iveta Radičová, PhD., with title Effects of employment policy and labor market in the period 2010-2015, where the main motivation is to assess the trend in employment and unemployment rates in Slovakia. Based on the review of statistics on employment and unemployment it may appear that there is an improvement in the situation.
