Abstract:
In a climate of uncertainty and a rapidly changing external environment, good public administration and legal certainty are essential conditions for a stable and predictable business environment. At a time when EU member states are facing severe pressure on public finances, the need to ensure quality public services is all the more urgent. It is therefore important that the institutions that govern economic and social interactions in individual countries meet the required parameters. We have quantified convergence and divergence trends in the areas of economic growth, labour market developments, indicators of the quality of government and good governance. New member countries should focus in particular on improving the parameters of freedom of choice and expression, government effectiveness, quality of regulators and control of corruption. At the level of productive capacities, the biggest divergence (compared to the core countries) is in the parameters of the quality of human capital, transport and ICT.
