The publication represents the final study of VEGA project entitled „Employment policy in relation to the low-qualified labour force", which was conducted between 2012 and 2014. It includes 5 separate thematic chapters and one final chapter in which the recommendations for economic and social policy are summarized. In the first chapter the attention is paid to the characteristics of (un)employment of low-qualified people from the macroeconomic point of view, in which the analysis based on international comparison playes an important role. In the next two chapters the labour supply and labour demand as well as their main factors are separately elaborated in more details. The attention in the fourth chapter is paid to active labour market policies targeted to low-qualified labour forces. In the fifth chapter the problem of inclusive market as the recomended solution for dealing with mainly long-term unemployed people is summarized. The analysis does not avoid the issue of (un)employment of socially excluded Roma people, which means the area where more attention should be paid also by the specific forms of so-called positive discrimination which can help to increase their employment.
