The forces of globalization are creating new global economic and social environment with totally new parameters. Within this new environment is ongoing the transformation of the basic paradigm of the state and state institutions. The forces of creating and distributing wealth are totally out of control of traditional state institutions. Therefore new understanding of the role of state within the global civilization is necessary and the new paradigm of state is precondition to avoid further polarization of wealth worldwide and also within nation states. The emerging order of market states is deeply interconnected with necessity of creating new policies and long term strategies to overcome growing environmental, social and economic disequilibrium. The new paradigm of state is interconnected with new patterns of creating and distributing wealth to make more stabile social environment both on global nd national levels.
