The study evaluates the economic, environmental, and social impacts of removing the small hydropower plant (SHP) Dovalovo on the Belá River using a cost-benefit analysis (CBA) framework. Two scenarios are compared: continued operation of the existing plant under current limitations, and complete removal followed by restoration of the river's natural flow and morphology. The analysis incorporates both quantifiable economic variables (such as foregone energy production, removal costs, and subsidies) and non-market benefits, including biodiversity recovery, improved hydrological function, and enhanced public value of a free-flowing river. The findings suggest that the ecological and long-term social benefits substantially outweigh the associated costs. The study also highlights the role of public institutions, availability of EU funding, and the need for strategic planning in similar projects.
