Inter-regional Migration of Czech Population: The Role of Liquidity Constraints
Page 731, Issue 8 - Volume 55/2007
In this paper we estimate the determinants of inter-regional migration of Czech population in the years 1992 – 2001. Despite the increasing disparities among the regions, we find that the migration rate remains at relatively low levels and economic variables such as unemployment or wages matter only to a certain extent. The results indicate that liquidity constraints play a role and therefore, migration rates are higher only among richer regions.

Modeling of Exports Flows in the Visegrad Sub-Region
Page 747, Issue 8 - Volume 55/2007
This study investigates the determinants of the Visegrad Group (V-4) export performance with special attention to quantitative analysis of bilateral trade flows. Based on preliminary statistical analysis, a broad categorization of export directions for V-4 is introduced. Innovative application of the gravity model for international trade is applied to the various trade direction categories, revealing important results particularly in regards to the significance of inward FDI, the restrictive forces associated with the distance between markets, and the relative importance of estimates for aggregate supply and demand potentials. A new variab-le is introduced in this study to account for the fact that there is a new political border between Czech Republic and Slovakia. Evidence from this study suggests that the fact that these two now independent nations were unified until about 15 years ago remains a strong positive factor for the size of trade flows between them.

Energy and its Position in Economic Strategy of Slovakia
Page 762, Issue 8 - Volume 55/2007
This paper deals with the some of the important aspects of the energy market in the economic policy of the Slovakia. The entrance to the EU a world globalization have changed many parts of this policy, minimally for three reasons: European energy demand is increasing, the global climate is rapidly changing and the former energy reserves in this area are dwindling. Because exhaustion of all own conventional energy reserves and the high level of the dependency on the import from one side and Slovakia has strategic position in the European distribution network from other side, it has to prepare the new energy strategy. The need for more competition on the Slovak energy market will be connected with gas and nuclear energy as well as with declining consumption and promotion of effective use of renewable resources.

Evaluation of Technical Efficiency of Acute Hospitals and its Relation to Wages of Health Personnel
Page 783, Issue 8 - Volume 55/2007
Evaluation of efficiency in the health care sector is an important topic of public policy. This paper analyzes technical efficiency of 119 Czech hospitals in 2005 by data envelopment analysis (DEA). DEA is a method based on the production theory and the mathematical programming that specifies the production frontier as the most pessimistic piecewise linear envelopment of the data. We analyze the sample with the input-oriented constant-returns-to-scale model (the CCR-I model) and the input-oriented variable-returns-to-scale model (the BCC-I model). For an inefficient hospital, the method determines the sources of inefficiency and corresponding target values. We found no strong correlation between technical efficiency and wages of health personnel.

On the Theoretical Definition of Export Promotion
Page 793, Issue 8 - Volume 55/2007
The article is focused on the theoretical definition of export promotion, in par-ticular of its basic terminology. The first part of the article briefly describes the development of export promotion that is followed by the description of national systems of export promotion, which have appeared during the 20th century al-most in every state. National systems of export promotion form the empirical evidence on which the theory of export promotion has to be based. The author discusses various definitions and attitudes towards the examined topic as it is treated both in the domestic and foreign literature. As a result the article presents definitions of export promotion and the export-promoting policy as a term cover-ing statelead activities in the area of export promotion. The overview and categorization of the export-promoting instruments form the final part of the article.
